Sustainable development is a continuous process of planning involving many stake holders, with interrelated social, economic, technical, and environmental factors, continually changing the conditions of planning, thus demanding a perpetually active collective mind to tackle the problems and opportunities.

The potential powers of local societies, to act destructively or constructively defines the importance of activating local participation to fulfill a joint planning action at project levels. This complex situation posses a new challenge to governments and NGOs acting in this field. They must not replace the internal local systems, but have to recognize, develop and link them to project and external aims. The NGO must act as the organizer of local participation- training courses- formation of local trusts and as coordinator between the local society and the outside.

Nowadays, many NGOs are active in the field of natural resources, especially combating desertification. One of them is Serat Misagh.

The methods developed by Serat Misagh as a NGO aiming at above-mentioned goal while forming strong public based organizations (P.B.O) at local levels show a new vision of the consultant's mission on desertification combat and sustainable development aims
