The lack of interest for general reading, in local societies, restricts public aspiration for change. To overcome this, the general and non-technical reading requirements of the whole society in general is met by the establishing the open library system in which all members pool the lists of their books and have the right to request their needs which are met on an exchange of services system without any cash commitments. Books are collected temporary from the member libraries and are delivered by the organization to members according to their request at home, school or place of work. This is done on a none-cash system backed up by the local services credit exchange commitment system.

Practice has shown that this arrangement strongly motivates all ages and groups to take active part in reading and learning thus improving the basic cultural and mental conditions for initiating deeper changes within society.
