Concept Paper for Global Mechanism (GM) Pilot project for the implementation of action program to combat Desertification at a local level

  Project Name:

A Cooperative managerial economic & executional System to Combat Desertification and fulfill Sustainable Development Aims at local level: Pilot Project “Behabad”

  Project Area:

200.000 Hct. : Behabad watershed area

  Operational Program/ short-term measure:

- Presentation of methods and results of proposed Misagh cooperative management systems to related U.N authorities to formulate international involvement and support.

- To activate the project on national funds on terms of the mutual agreement made between national authorities and governor of state of Yazd to motivate speedier international involvement and reduce time-lag.

- Defining budget allocation to Action Programs proposed.

  Project linkage to national priorities, action plans and programs:

- National Action Program to Combat Desertification

- 3rd & 4th national plans for reducing government involvement and commitment, local development, decentralization, public participation   and privatization.

- State development aims for the Behabad region as a pilot project of sustainable development and reduced government involvement.

  Project rational and Objectives:

     The problem:

- The complexity and the size of desertification combat plans and its dependence on participatory approaches with the emphasis on non

-governmental organization involvements., and the limitations in international and national resource allocation potentials to meet global aims from top to bottom brings to light the importance of defining and implementing a self
-supported system of local development cooperative management and investigating system to meet the targets of combating desertification and fulfilling the aims of sustainable development at the local level.
  The opportunity:

- The existence of the designed methods and field experiences of over 20 years of research and field application by the consultant in tackling the problems of participatory action plans from national level down to local community level.

- The present establishment of Misagh local participatory consultancy and management office at project level, and its active support at state and local levels.

- The project & consultant's linkage to national priorities, action plans and programs at State level.

- The agreement of the authorities of the national Action Program and the Governor of the State of Yazd to support a joint internationally committed project guided by the consultant in the pilot project area of Behabad.

The situations above provide a suitable opportunity to apply Misagh participatory methods to meet global action programs based on a local development organization basis linked to state – national & international levels.

  Aims:

-  The implementation of a cooperative managerial and economic framework to combat desertification at local

level .

-  To make full use of local environmental and development awareness created by the consultants' previous activities during the project periods of the 1994-96 and 2001-2004 in order to strengthen and speed up intended action plans.

-  To reduce resource and time allocation in the action plan by making full use of the previous studies on groundwater resources and watershed problems

-  To make full use of resource allocation by improving internal participation.

-   To link new action plan aims to previous project successes so as to permit an early start of executional work with the local society.

-   To make full use of the local office and the created cooperative atmosphere at state and local level to fulfill aims.

-   To make full use of the positive relationship of research and educational institutes with the consultant to plan an integrated Research and education movement during the implementation the action plan.

-   To make full use of agreements and commitments of stakeholders obtained by the consultant on previous

projects in the region.

  The expected outcomes:

-   The materialization of a self supporting techno-executional-economic system of desertification combat and sustainable development management at local level on a commitment and partnership agreement basis gradually becoming dependent on its own resources.

-   The formation and structuralization of non-governmental organizations becoming involved on the National Action Program to Combat Desertification at project level.

-   Aquaintance and involvement of governmental departments and officials with the N.A.P.C.D at local Level

-   Prototype of programs, Projects and new implemented methods adoptable for use in other project areas.

  Planned activities to achieve outcome:

- Define mutual programs with authorities and the local community as members of action plan and stakeholders - Define role of members in the cooperative plan, their resource allocation commitments and share holding of enefits.
- Define stages of the establishment of the self supporting managerial system.

- Project design at local office level through a cooperative action

- Definition of resource requirements of each project and programming cooperative involvement.

- Reporting and filming the process

Displaying by exhibition ,workshop education and conference presentation.

  Expected outputs and completion dates:

5 years.

- the formulization of methods of local cooperative managerial systems answerable to the National Action

Program to Combat Desertification.

- Workshop training material based on field experiences

- Project prototypes as reference.

- The institutionalization of the local community movements to meet aims of national action plan

- The formulization of programs and projects at local level in response to the aims of national Action Plan.

- Water harvesting projects improving rehabilitation aims and groundwater resources

- Revegetation of range land and forests with the aims of combating Desertification sources and improving economic stability.

- Intensive fodder production projects to be stored and distributed to reduce destructive pressure on range land during draught years.

- The plan of the stable supply of fuel with the aim of preventing range and forest destruction .

- The formalization of a joint management movement at local level between the authorities and the local community to ensure a sustainable program for water resource conservation

- State department budgets allocable to pilot project area of Behabad.

- The budgets allocated by Chadormalou Mine to Behabad to overcome Groundwater shortage and Development aims.

  Total Budget and Information on how costs will be met:

- Request from GM 1.000.000 $

- Request from national Action Program 1.000.000.000 Tumans equiv. To 1.256.000 $

- Budget support by state departments definable after plan and commitment negotiations

- The local community participatory support is strongly available.

- The local resources refunding system initiated and run by the consultant and the local society with the aim of

mobalizing financial local resources from executed development project will be actively approachable to invest and pay shares to shareholders by the 5th year.
  Information on the applicant institution

In cooperative oriented projects, the consultant by terms of contract receives the right to organize a joint venture consultancy and managerial team with members of the client's and other related governmental departments , research and educational and local society as committed members of the action plan.This method stimulates close inter-disciplinary and inter-managerial involvement and commitments are defined in the subcontracts of the members to guarantee a systematic approach on research and information application and use of loca indigenous knowledge. Participation in educational goals at the local level is also the responsibility of the expertise consultancy team. Active members of the team become shareholders of part of the benefits resulting from the execution of the development plan. In this method of collective organization members are objectively joint using the Misagh cooperative methods of organization and project management.

- It can be made available for other regions and projects under the articles 16(g) – 17c- 18 b under the terms of intellectual property rights of the convention.
